Answer

You will want to send a welcome at least one week prior to your course start date. Post the welcome in your News Forum. Here are the following items to address: (1) reading the entire syllabus; (2) exploring the various links on the course home page; (3) contacting you and/or the Counseling Center if the student has a special need to accommodate for a disability; and (4) communicating general questions via "Ask the Instructor" forum and personal concerns (such as special accommodations, late paper, etc) via email.
